1、 What is reach
Reach recommends that a system be established to manage the use of substances of high concern so that they can meet the requirements of the authority after being put on the market. The authority requires that effective information about substances and their use process be taken into account to confirm that the risks arising from the use of those substances can be fully controlled or their economic benefits are greater than the risks.
The first and second types of CMR substances that have irreversible effects on human health, PBT and vpvb substances that can be accumulated in biological organic bodies are substances of high concern. The assessment system establishes a safety network. For other substances with the same harm and irreversible effects as CMR, PBT and vpvb substances, they will be identified one by one.
The management requires that the substances of high concern under the reach framework must apply for permission for each use before the later limit. Regardless of the amount of each use, the applicant has the obligation to prove that the risks of the substances used can be fully controlled or their economic benefits are greater than the hazards. In addition, the applicant must submit the alternative development plan of the substance and the socio-economic analysis report of the substance.
Chemical detection
Through the review of the application by the risk and socio economic analysis Committee of the chemical department, it was finally decided whether to permit the use of the substance. The substance information exchange forum (SIEF) took this opportunity to learn how many potential registrants of the same substance are ready to register, and formed the substance information exchange Forum (SIEF) for short.
1. The purpose of each material information exchange forum shall be:
(a) Facilitate the exchange of information between potential registrants for the purpose of registration, so as to avoid repeated research, and reach an agreement on the classification and marking of substances with differences between potential registrants.
2、 Reach certification scope
The so-called reach certification is actually reach registration. The European Union began to implement on June 1, 2008, with the full name of "registration, evaluation, Registration is the main obligation under the regulation of authorization and restriction of chemicals (hereinafter referred to as reach regulation). Enterprises can obtain an 18 digit registration number after successfully submitting the registration file of chemical substances to the European chemical Administration (ECHA). If the enterprise fails to complete the registration before the corresponding deadline, the corresponding product cannot be put on the EU market. (original reach regulation)
Registered substance range:
1. Chemicals put on the EU market for more than 1 ton / year;
2. More than 1 ton / year of chemical components in the products put on the EU market;
3. Intentional release of chemicals in the EU market, with a total amount of more than 1 ton / year.
Note: substances intentionally released from articles: substances intentionally released from articles under normal or reasonably foreseeable use, usually in order to achieve some auxiliary functions of the articles, such as fragrance substances in rubber.
3、 Which products can be registered for reach certification
According to reach regulation, only three types of people can apply for registration: (1) EU manufacturers (natural or legal persons residing in EU countries and manufacturing substances). (2) EU importer (a natural or legal person residing in an EU country and responsible for the import). (3) A "sole representative" appointed by a non EU manufacturer to reside in the EU.
4、 Reach certified registered substance range
More than 1 ton / year of chemicals put on the EU market;
More than 1 ton / year of chemical components in the preparations put on the EU market;
Intentional release of chemicals into the EU market, with a total amount of more than 1 ton / year. (Note: substances intentionally released from articles: substances intentionally released from articles under normal or reasonably foreseeable use, usually in order to achieve some auxiliary function of the articles, such as fragrance substances in rubber. )
5、 Reach registration subject
Manufacturers of substances, accessories and articles in the EU:
Importers of substances, accessories and articles within the EU;
Manufacturers of non EU substances, accessories and articles: they must fulfill their registration obligations through representatives (or) in the EU.
